I have implemented a MOSS 2007 intranet using Publishing Sites and
Variations. I have set the Variations to 'Manual' so that each new page must
be manually submitted as a variation. I also expected that all changes to
the source page would have to be manually propagated to the target pages
(using the Page Authoring Toolbar Action "Update Variations").

But the behaviour I am seeing is that after the target page is updated
automatically when the source page is modified and republished. I believe
this is a bug and it also renders the "Update Variations" action useless.

Can anyone clarify this ?
